Baltimore, MD - July, 2025  -  Speed cameras on the I-83 Jones Falls Expressway have issued more than $18.5 million in fines in the past three years, but about 80% of the revenue has gone to the camera vendor, Verra Mobility — not the city, according to the Baltimore City Department of Finance.

These contracts typically allocate between 19% and 48% of ticket revenues back to the contractor in other Maryland counties, according to multiple outlets around the state. But advocates for the program, including Baltimore City Council Vice President Sharon Green Middleton, say the costs to the city’s budget are acceptable, given the improvement to public safety.

“The I-83 cameras were installed to reduce speeding and improve safety along a major corridor, not to generate revenue,” Middleton said in a statement to The Baltimore Sun. “While they do bring in funds, their main goal is to prevent crashes and save lives.”
