Child Care Voucher Enrollment Freeze to take effect on May 1
Baltimore, MD - April 24, 2025 - Many parents may already be aware that the Maryland State Department of Education (MSDE) has announced a temporary enrollment freeze for the Child Care Scholarship (CCS) voucher program going into effect next Thursday on May 1st.
We have been advised by the program administrators that applications submitted before May 1st can still be accepted.
Thus, if you are currently not receiving CCS vouchers but are eligible, it is imperative that you carefully and quickly gather all required documents (to the best of your ability) and apply as soon as possible before the deadline.
Even if your application is not accepted, properly completed applications which are submitted earlier (rather than later) will be prioritized (on the waiting list) as funds become available.

Here are responses to the two most commonly asked questions:
Question: “We already participate in CCS. Does this freeze affect us?”
Answer: If you're already enrolled in CCS, the freeze does not affect you—you can continue participating. However, it is crucial that you submit all required validation and renewal forms in a prompt and timely manner, and that you closely monitor any texts or emails from the program and follow their instructions. Missing deadlines may lead to suspension, and rejoining the program will be much harder once suspended.
Question: “I was planning on applying for CCS but have not done so yet. Should I still apply, or is there no point?”
Answer: Yes! You should still apply as soon as possible, for several reasons. First, the freeze goes into effect on May 1st – until then, your application can still be accepted, and then you will be able to continue to participate in the program even once the freeze begins. Second, once the freeze goes into effect in May, families who apply will be placed on a waitlist. When children currently participating in the program leave (due to aging out, changed circumstances, etc.), availability will be created for waitlisted families. Additionally, once the freeze is lifted, scholarships will be issued to families on the waiting list. The earlier you apply, the higher your spot will be on the waitlist.
