23 Baltimore Non-Profits Receive Millions Despite Non-Compliance With State Laws

Baltimore, MD - Dec. 4, 2025  - A recent investigation has revealed that 23 non-profit organizations in Baltimore have received over $26 million in city tax dollars over the past three years, despite failing to comply with Maryland's solicitation laws.

Among these organizations is the Greater Baltimore Urban League, which has been deemed delinquent by the state and placed on probation by its national office for non-compliance.

Del. Ryan Nawrocki of Baltimore County expressed concern, stating, "Often times they're connected to someone that has been a substantial political donor or worked on a campaign here in Maryland."

The investigation found that non-profits such as Charm City Care, the Pride Center, Baltimore Medical Systems, and Project PLASE have received substantial city funding while not adhering to state requirements. Nawrocki compared the situation to "Al Capone," suggesting these organizations do "whatever they want" with taxpayer dollars.

David Williams, a taxpayer advocate, emphasized the importance of ensuring non-profits comply with state regulations, noting, "It's easy for non-profits to hide money to spend money on things like management or travel." Despite these concerns, the flow of city tax dollars to non-compliant non-profits continues unabated. Nawrocki urged action, saying, "We should all be screaming from the rooftops that this needs to stop."
