NTSB Expected To Vote On Probable Cause Of Dali Crash Into Key Bridge

Baltimore, MD - Nov. 18, 2025  -  The National Transportation Safety Board (NTSB) is expected to vote on its findings that caused a massive container ship to crash into the Francis Scott Key Bridge, which collapsed and killed six construction workers.

The vote on Tuesday comes a day after Maryland officials more than doubled the estimated cost to replace the bridge, and added two years onto the projected completion date, which is now set for 2030.

That projected cost is now between $4.3 and $5.2 billion, after being estimated for a cost of about $1.9 billion.

Gov. Wes Moore said Monday that preliminary estimates for the cost and timeline of the rebuild were made less than two weeks after the bridge collapsed in March 2024.

“Since then, national economic conditions have deteriorated and material costs have increased,” Moore said. “At the same time, elevated costs have resulted from federal design and resilience standards — not discretionary state choices.”

The board is meeting in Washington to vote on the probable cause, safety recommendations, and any changes to a previous report.

On March 26, 2024, the ship Dali was traveling out of the Baltimore Harbor when it experienced a loss of electrical power and propulsion and struck the southern pier supporting the central truss spans of the Francis Scott Key Bridge, which then collapsed, the NTSB said.
