Baltimore, MD - April 30, 2025 - As the government intensifies its crackdown on illegal immigration, President Trump has ordered a list of sanctuary cities that are not cooperating with federal agents.
White House spokeswoman Karoline Leavitt said, "It will direct the Attorney General to provide a list of sanctuary cities back to the administration. We will review those. If those sanctuary cities are breaking federal law, well then, the Office of Management and Budget will look at their federal spending."
Flavio Hickel, an associate professor at Washington College, suggested that the Trump administration might target Baltimore.
"My hunch is that the Trump administration would be highly incentivized and motivated to try to target Baltimore," Hickel said. He believes Baltimore and other Maryland jurisdictions may be deemed sanctuary cities by the White House.
Last year, Baltimore Police Commissioner Richard Worley acknowledged that the city is not fully cooperating with federal agents. "The mayor has made that pretty clear that we are going to continue as we are now, we are not going to notify [ICE]," Worley said. However, the mayor later disputed this claim, stating, "If you come to Baltimore and commit a crime, our law enforcement folks will be working to remove you and working with all our federal partners when necessary to have you taken out of the city of Baltimore. Full stop."
Hickel noted, "My impression is the White House is not concerned with that kind of nuisances. My sense is that they'll exert the maximum amount of political leverage and media attention and define sanctuary city very loosely."
The potential loss of federal funding poses a significant risk, as Baltimore is already facing an $85 million deficit. Hickel warned, "The denial of any federal funding would be devastating."
